NEU PC Plus Programme

The NEU PC Plus Programme is an initiative by the Infocomm Development Authority of Singapore to bridge the digital divide by offering subsidised PC bundled with broadband access to school-going students and people with disabilities from low-income families.

Schemes

There are 2 types of schemes available

PC-Bundle Scheme

The PC-Bundle scheme provides a two tier subsidy. Successful applicants can own a new computer with free software and three years of free 1Mbps broadband subscription.
A PC-Bundle includes:

  • Your choice of computer
  • Three years free broadband subscription
  • Antivirus software
  • Productivity tools
  • Delivery and installation
  • Warranty

Broadband-Only Scheme

The Broadband-Only scheme offers broadband access at a subsidised rate to households that already own computers but are unable to afford broadband subscription. Successful applicants will only pay $1.50 per month for 36 months to receive 1Mbps of unlimited broadband access. In addition, they will also receive a broadband device and internet filtering service.

iNSPIRE Fund Scheme

The iNSPIRE fund scheme offers financial assistance to full time students (below 25 years old) who are unable to co-pay for the computer applied under the PC-Bundle scheme. Successful applicants of the PC-Bundle scheme will render 6 to 24 hours of community service, depending on the type of computer model, to receive a fully-paid desktop or laptop.

Eligibility

PC-Bundle Scheme

To apply, the applicant must meet the following criteria:

  • Be a Singapore Citizen or Permanent Resident
  • Has a permanent disability OR is a full time student in a Government/Government-Aided school, Junior College, Centralised Institute, Independent school, Institute of Technical Education, Polytechnic or MOE-funded Special Education School
  • The gross monthly household income or per capita income does not exceed $2700 or $700 ($875 if there is a permanently disabled household member) respectively

Broadband -Only Scheme

To apply, the applicant must meet the following criteria:

  • Be a Singapore citizen and a full-time student in a Government/Government-Aided School, Junior College, Centralised Institute, Independent School, Specialised Independent School, Specialised School, Institute of Technical Education, Polytechnic or MOE-funded Special Education School
  • Own a computer but did not subscribe to any broadband service at home
  • The gross monthly household income or per capita income must not exceed $1800 or $500 respectively

iNSPIRE Fund Scheme

To apply, the applicant must meet the following criteria:

  • Must be a successful applicant of NEU PC Plus Programme
  • Must be a full-time student age 25 years and below
  • The gross monthly household income or per capita monthly income must not exceed $1800 or $500 respectively

Application Process

To apply:

  • Complete the PC-Bundle / Broadband-Only application form
  • For broadband service application, fill in the Broadband Service application form and Deed of Indemnity.
  • Submit completed form(s) and supporting documents to : Ms Josephine Ng 2 Peng Nguan Street SPD Ability Centre Singapore 168955 Supporting Documents:
  • Photocopy of Student Pass/Matriculation Card belonging to the applicant (if applicable)
  • Photocopy of Birth Certificates/NRICS of applicant and all household members (both sides)
  • Relevant medical documents/doctor's verification of the applicant's disabled condition (if applicable)
  • Latest Income Tax Assessment form OR pay slips OR CPF Contribution History for all working adults (including self-employed) in the household.
  • Working adults who do not have fixed monthly salary must produce the pay slips of the last 3 months OR latest 12-month CPF contribution history.
  • All non-working adult s must produce latest 12-month CPF contribution history OR a declaration of income status.
